Eritrea-OLF Relationship and its Impact on Oromo Struggle

In this article, I will examine the relationship between Eritrea and the Oromo Liberation Front (OLF) within the frameworks of salient theories of alliance. By drawing upon the interconnected processes of Asmara-OLF alliance formation, motivation for the formation of this alliance, and past historical experiences, I will attempt to shed some light on the nature of the alliance, as well as the predicted benefit of the alliance for Oromo national struggle in terms of the overall risk-benefit assessment. In light to the recent political, diplomatic, and military developments in the Horn, this essay is intended to impart public discourse on one of the most hushed up issue in Oromo national struggle- the Asmara-OLF alliance.

1. Introduction

Much has been talked and written about the political changes of the Ethiopian Empire in the early 1990’s since it marked a new era for all peoples of the Empire. It was a time when the de facto independence of Eritrea was legitimized while the Ethiopian Empire was reinstituted- to the disappointment of oppressed people of the South- with only a new physical shape. The Oromo national awareness blossomed to the historically highest level during this period while the new custodians of the Empire, the Tigreans, unleashed their barbaric lust for violence towards the Oromo Liberation Army (OLA) and the Oromo nation.

The deceit and the brutal attack in 1992 on the encamped OLA forces by Tigrian People’s Liberation Front (TPLF) forces, with strong military backings from Eritrea People Liberation Front (EPLF)[ EPLF was a part of the ‘tripartite committee” that was established to supposedly oversee the abidance to the “encampment agreement” signed between OLF and TPLF. EPLF played the role of a “ good-cop” during the military confrontation between OLF and TPLF.], has scarred Oromo’s national psyche. This cowardly act, however, has neither deterred the Oromo nation’s resolve, nor was it allowed to be an obstacle to Oromo national struggle. Many years after this incident, Oromia remains under TPLF’s military rule while the former allies- Eritrea and TPLF- are at each other’s throat.

Although the past deceitful action of the EPLF stamped out all notions of genuine Eritrean sympathy to the Oromo cause, our leaders have continued to count on Eritrea as an ally. It would be dishonest to say that this alliance has not created uneasiness among the wider Oromo populace. Perhaps, the time has come to express the sources of this uneasiness and also, before it is too late, to re-examine Asmara-OLF alliance to see if it’s a strategy that will contribute to Oromo’s national aspiration.

I will first define the nature of the alliance while addressing some of the rationales given by our leaders for their alliance with Asmara. Some of these rationales are: 1) There is no other alternative ally 2) There are no permanent friends in politics thus we should forget about the past.

Then I will examine Eritrea’s stance on the core objective of OLF (national self-determination for Oromo) and how it could serve or curtails Eritrea’s national interest. I hope this analysiswill make an explicit case as to the reliability and overall predicted outcome of the alliance.

2. Defining Asmara-OLF Cooperation

Many observers of the relationship between Asmara and OLF question the existence of “credible commitments” on the part of Asmara. Furthermore, other paradigms of alliance formation such as ‘constructivism’ (common identify, language, culture, religion, or ideological solidarity) and ‘realism’ (pursuit of economic interest, power, and security) challenge the genuineness, reliability, and durability of Asmara-OLF relationship. Understandably, the viability of this small and new African nation hinges heavily on these realistic considerations, hence the emphasis of the Eritrean government on an aggressive pursuit of these needs.

When analyzed from a realism paradigm of alliance formation, in fact, there is a contradiction between Asmara and OLF position on the fundamental issue of self-determination and the status of the Ethiopian Empire. As will be explained in depth later on, these issues are tied to Eritrea’s economic needs, ambition for regional hegemony, internal security, and territorial integrity. Therefore, in the presence of conflicting self-interests, it’s unlikely that there is a genuine commitment or an intention to honor those commitments.

The pressing question at this time, however, has to be not why OLF chose an unreliable ally, but if OLF has positioned itself to prevent a recurrence of betrayal or if OLF has a strategy to exit from the relationship unscathed? Is there a danger for OLF to be ensnared in an asymmetric alliance and exploitative relationship?

The current Asmara-OLF relationship does not appear to be based on mutual interdependency which is crucial in order for both parties to (automatically) redeem the benefits (outcome) they seek to obtain from the alliance. The relationship manifests a complete unilateral dependency on Eritrea which opens door for an exploitative relationship whereby the political and military activities of the OLF could be subjected to a total control by Asmara. Many observers are in fact speculating that an exploitative relationship (asymmetric alliance) has already been established. It is also not evident that OLF has a strategy of exit from this relation without endangering the integrity of the organization and the safety of its men and women in Asmara.

The hopelessness and desperation manifested by the rationale that “we have no alternative” exacerbates the risk of getting ensnared in an exploitative relation. It goes without saying that it diminishes the dignity of the Oromo nation. In addition, this rationale seems to presume that an outsider ally is very decisive to wage a national liberation struggle to the extent that it warrants taking all the risks that it may entails. Since the self-destructive potential of this assumption is very clear, I am hard pressed to speculate that all the risks are not clearly identified on the part of OLF. Moreover, this rationale overrates the significance and decisiveness of having an outsider ally for achieving the liberation of Oromia. History amply demonstrates that having a sanctuary in a neighboring country is not a decisive factor to defend and liberate your land from an occupying force.

The world of politics is dynamic and a lasting political friendship cannot be sought. While we should not allow our past to be an obstacle to our future, lesson must be learnt from past to prevent a recurrence of failure. Apart from its track record of duplicity, the Eritrean government strategic interest in the Horn has not changed. Moreover, the “enemy of my enemy is my friend” strategy should not take primacy over the need to avoid a unilateral dependency on an uncommitted ally, and certainly there should be a strategy of exit in place.

The above rationales for the continued alliance with Asmara may have succeeded in pacifying the magnitude of public criticism until recently, but the lingering uneasiness is not uprooted and is getting stronger. This is undoubtedly one of factors that have contributed to the growing public apathy to the Oromo struggle. The uneasiness must be acknowledged not as a public paranoia, but as an awareness of the past and present, and a genuine concern for the organization and the Oromo people who invested their hope in the struggle led by OLF.

3. Ethiopian Empire and Eritrean National Interest in the Horn

For almost half a century, the predominant theme in the politics of the Ethiopian Empire has been the question of self-determination for nations and nationalities of the Empire. The collapse of the communist regime in 1991 by the struggles of the oppressed peoples of Ethiopia signaled the culmination of their bitter struggle. The contribution of the Oromo people in the struggle for the collapse of the regime was significant. Following the collapse of the Dergue regime, OLF and other Oromo organizations have played a tremendous role in the adoption of the principle of self-determination for the first time in the Transitional Charter and later adopted in the article 39 of the constitution. Unfortunately, this right was applied only to the ‘chosen’ people of the Empire- the Tigreans, who now have a complete intrastate autonomy and the Eritreans, whose uncontested independence was legitimized. It is then puzzling why and how the Eritreans came to denounce the principle that legitimized their freedom, while being fully aware that many other oppressed peoples of Ethiopia are sacrificing their lives for the realization of this principle.

Apart from its moral decadency, the position of Eritrea on self-determination of the peoples of the Empire they succeeded from must be properly analyzed. Below, I expand upon the basic contradiction between Eritrea and Oromo national interests. I will start by introducing President Isasay Afeworki’s recent statement on his country’s position on the unity of the Ethiopian Empire and the principles of self-determination as enshrined under article 39 of the Ethiopia Constitution.

Assault on Article 39: In a recent interview with an Eritrean media, Afeworki reaffirms Eritrea’s commitment for a united Ethiopia. In order to ‘promote Ethiopia’s unity’, the Eritrea’s Ministry of Information has launched a magazine called “One Ethiopia”[ http://www.ethiopianreview.com/articles/984]. Likewise, official statements from the Foreign Ministry[http://www.shabait.com/staging/publish/article_006892.html] condemn what they dubbed ‘ethnic-based’ politics and ‘ethnic-based’ federal administration in Ethiopia. Many in Abyssinian camps received the position of Afeworki on Ethiopian Unity with elation and a sigh of relief, while some have dismissed these developments as a political chicanery – an attempt by Eritrean Government to present itself as a friend of “Ethiopians”. Considering that the main allegation of Woyane is the alleged ambition of Eritrea to ‘disintegrate Ethiopia’, this Afeworki’s remark is seen by some as a rebuttal to this allegation. On the contrary, many Oromo nationals and the Southerners are irate by Afeworki’s and his country’s stance on the principles of self-determination.

If Isayas is trying to “win Ethiopians to his side”, is he then not derogating the Oromo people who see contradiction between Oromo national question and the existence of Ethiopia as an Empire? Or, is it because Isayas feels he has generated enough “debt” on OLF that guarantees the eternal ‘loyalty’ of the Oromo people? Whether Isayas’ statement is a political chicanery or a genuine ‘commitment” to the preservation of the Ethiopian Empire, it should not be brushed off by naïve interpretations.

Why is then the preservation of Ethiopian Empire desired by Eritrea? Why is article 39 receiving assault from Eritrean Government?

3.1. Article 39 and its Implication to Eritrea’s Territorial Integrity

Eritrea, just like Ethiopia, is a multi-ethnic (nation) state. Some of these nations are trans-national -straddling two or three East African countries. Eritrea is already facing questions of greater recognition and irredentism from some of the ethnic groups and chances are more ethnic groups may raise the same questions. So, the possible diffusion of the spirit enshrined under article 39 is understandably a nightmare to the Tigrigna-speakers-dominated Eritrea, and any multinational states for that matter where there is an established dominant-subordinate relationship between the different ethnic groups. In fact, Eritrea fears that Washington plans on“..splinter[ing] ethnically diverse Eritrea into rival factions”[ http://news.bbc.co.uk/2/hi/africa/6987916.stm].

Article 39, therefore, has the potential to inspire aspiring ‘fourth world nation’ to adopt it as model to structure their multi-ethnic nations. Some political leaders and intellectuals from relatively stable multi-ethnic nations such as Nigeria[http://www.yoruba.org/Magazine/Summer97/F6.html] have began advocating the Ethiopian style ethnic federalism to resolve (potential) ethnic conflicts. So, if groups from West African States eye article 39 as a possibly remedy , one can imagine that the many disenfranchised ethnic and national groups in the East Africa would see the same arrangement as a remedy to their predicament.

It’s not surprising that Eritrea preemptively assaults article 39. No wonder that in today’s Eritrea, the question of self-determination is a capital offense.

What seems to be ironic is the fact that Eritrea acquired its independence on the basis of the rights of nations for national self-determination-albeit on a narrow interpretation of the law. EPLF has never been shy to publicly dismiss Oromia’s status as a colonized territory, while emphasizing their distinctive history as an Italian colony - as if self-determination is not only a right but a privilege reserved to Eritrea. Instead, they chauvinistically propose “some sort of political arrangement” for Oromo national question. For instance, Leenco Lata recounts that “[d]uring the deliberation of the July 1991 Conference, the Eritrean delegate presented a historical argument that restricts the status of being Ethiopian colony to their country”[ Leenco Lata. The Ethiopian State at the Crossroads: Decolonization and Democratization or Disintegration?,(The Red Sea Press, 1999) pp.208].

Therefore, Afeworki in his interview was simply reiterating EPLF’s long standing policy. But one may be baffled by how and why Eritrea stands, so passionately, for the integrity of an Empire they claimed to had colonized them.

Why the preservation of Ethiopian Empire is desired by Eritrea and why the right of Ethiopian peoples’ for self-determination so much undesired by the EPLF government?

3.2. Ethiopian Empire and Eritrea’s Economic Needs

It is no secret that Eritrea had envisioned Ethiopian Empire under TPLF, except the Tigray province, as a no-man’s land that could easily be pillaged. To secure the Northward flow of resources from Oromia to Tigray and Eritrea, EPLF had established a pyramidal scheme for its political and economic control of Oromia. In this scheme, EPLF controlled TPLF government which in turn controlled Ethiopian peoples’ resources through its many puppets –PDO’s. TPLF in return obtained EPLF’s full military support to maintain its hegemony over Ethiopian Peoples. In fact the multiple agreements signed by the two regimes from 1991-1997, the details of which is kept secret to date, were virtually on the issues of military and economic ‘cooperation’ of the two regimes.

As the vanguard organization of the Oromo people, OLF was the only viable force that could have stopped the pillaging of Oromia. Not surprisingly, the fast growing military strength of OLF in the early 1990’s and its popularity was feared by both TPLF and EPLF. The treacherous move by EPLF in collaborating with TPLF to dismantle OLA is nothing but a frantic move by EPLF to the growing strength of OLF which could have nipped their ambition in the bud.

Contrary to what some might think, TPLF-EPLF collaboration had little to do with their ethnic similarity (Tigrigna speakers); it’s rather on the basis of a grandly conceived mutual economic and political ambitions. As far as the fulfillment of EPLF’s ambitions is concerned, any tyrant with precarious political future in Ethiopia Empire has the potential to grow into an EPLF’s clientele. As long as Ethiopian Empire is preserved under an unpopular leader, the economic and political ambitions of Eritrea have the chance to be fulfilled. Therefore, according to Isayas’ calculation, Ethiopian Empire is an entity that needs to be preserved since it keeps alive Eritrea’s dream of economic prosperity and regional hegemony. The decentralization of power in Ethiopian Empire by granting greater autonomy (up to complete independence) to the constituting homogenous ethno-national states would mean that Eritrea would have little or no opportunity for indirect control of Oromia’s resources.

Therefore, I maintain that the preservation of the status quo of the Ethiopian Empire presents a clear economic and political opportunity to Eritrea. All the oppressed peoples of Ethiopia should be awakened to this unparalleled duplicity of the Isayas regime.

The numbers of issues that call for an urgent re-assessment of Asmara-OLF relation is growing exponentially. The risk-benefit assessment of Asmara-OLF relationship cannot be complete without highlighting the implication of the U.S-Eritrea diplomatic crisis on Oromo national struggle. I hereby offer a brief assessment of the impact of the tension between Asmara and the U.S. on Oromo national struggle.

4. Eritrea’s Playing with Fire can get us all Burnt

It’s now clear that Afeworki has ceased to be “the Renaissance African Leader” and Eritrea has ceased to represent “a renaissance nation.” Eritrea’s open hostility to the U.S., although for a genuine historical reason, has morphed from being a tit-for-tat diplomatic wrangle to the U.S. threatening to list Eritrea as a rogue state, alongside countries such as North Korea, Iran and Cuba.

It’s not for sure if Eritrea will end up on the U.S. blacklist, but the U.S. has stated that sanctions are likely whether or not Eritrea is blacklisted[http://www.geeskaafrika.com/eritrea_09sep07.htm]. What could save Eritrea from this fate, according to Jendayi Frazer, among other things, is a ‘regime change’. Eritrea, however, is defiant and has reminded Dr. Frazer that Eritreans kneel on only two occasions…. when they pray and when they shoot.”[ http://www.nytimes.com/2007/09/18/world/africa/18eritrea.html?ref=africa] It’s unlikely that Dr.Frazer’s proposal would be fulfilled in Isayas’ Eritrea, unless the U.S. succeeds in overthrowing the government by direct intervention or by indirect use of proxies.

Until recently, the U.S. did not clearly state that it was particularly displeased with Asmara-OLF relationship. Assistant Secretary of State for African Affairs, Jendayi Frazer has been using a blanket statement to accuse Eritrea of “destabilizing Horn of Africa by backing Ethiopian rebels and international terrorists”[ United States allege that Eritrea is training the Union of Islamic Courts of Somalia and the Tamil Tigers of Sri Lanka, both on the U.S. list of international terrorists] However, Frazer has acknowledged that the TPLF’s domestic issue- the ongoing battle with the OLF and Ogaden National Liberation Front (ONLF) - has detracted Ethiopia from defending its territorial integrity from Islamists- a euphemism for the proxy role of the TPLF government in Somalia. Therefore, it may be a matter of time before the U.S. starts to see OLF and ONLF as its own problem unless OLF makes wise decisions and intensify its diplomacy.

OLF is then finding itself at a critical juncture where decisive and wise choices may have to be made. The implication of this sour relationship between Asmara and Washington for Oromo politics is immense and can potentially bring Oromo struggle back to square one if wise choices are not made. As mentioned above, the asymmetric alliance, complete dependency on Eritrea, and absence of exit strategy are risk factors that may incapacitate OLF from making independent decisions. In fact, there are early signals that some Oromo media are beginning to turn into outlets for the propagation of Eritrea’s policies on controversial issues. This trajectory is not only unwise, but has no moral or strategic justification from the stand point of Oromo’s best interest.

5. Getting out of Afeworki’s Jaw

Having felt insecure by the path Afeworki is taking in its international relations and by his frequent intrusions into the activities of the ‘rebels’ he hosts, some rebel forces are already beginning to severe or have already severed their relations with Eritrea. Starting early September, the EPPF has severed ties with Asmara for alleged interference of the Eritrean regime, including detention of its members and leaders [http://www.eppf.info/Audio/Arbegna_Dimts_Radio_06_09_2007.mp3]. Eritrea is also demanding 90 million USD from the Sudanese Eastern Front leadership for alleged loan the government provided for use by the front as a precondition to leave Eritrea [http://www.ssinformer.com/news/Africa/eastern/sudan/politics/2007/august/sup_31_08_07_001.html].

Therefore, leaving Eritrea may not be as easy. Time and again, we have witnessed that EPLF’s politics is dominated by grudge and vengeance against those who they felt abandoned them. If OLF decides to reconsider its alliance with Asmara, an exit strategy must be carefully planned. The strong presence of OLF’s activities inside Oromia is of paramount importance and this may entail a drastic change in combat strategy within the maximum limits of international laws and OLF policies. Consensus among the leadership on the course of action to get out of this potential debacle is also of paramount significance and should not be yet another juncture for a crack in the organization.

6. Conclusion

While Eritrea has been of great assistance to Oromo liberation struggle, it should not be taken as a humanitarian gesture or as a commitment to Oromo national question. Eritrea’s self-interest that centers around its ambition for military, political, and economic control over Horn of Africa States particularly Ethiopian Empire necessitates the obstruction of the fulfillment of Oromo national question and the preservation of Ethiopian Empire under a clientele regime. The Oromo nation has witnessed the EPLF’s deceit in the past. While one can see this as a natural occurrence in a political alliance, the real concern is that OLF does not seem to have the leverage to stop the recurrence of abandonment in the future without devastating consequence. The complete dependency on Eritrea put the Front in a very precarious situation. The relationship does not sum to a mutual dependency for mutual benefit. Moreover, the risk to benefits ratio is exponentially increasing with the increased hostility between Asmara and the West, particularly the U.S. Thus, I maintain that Eritrea does not offer any short term or long-term benefits for Oromo national struggle, nor for any Ethiopian political oppositions or Liberation Fronts for that matter. OLF must focus on forming and strengthening its alliances with other oppressed nations of Ethiopia, and weakening the alliance between TPLF and its surrogate organizations. The progresses OLF scored in diplomatic fronts must continue. It’s also the responsibility of all Oromo citizens to contribute to the national liberation struggle in any way possible. Let’s voice our genuine concerns without fear of intimidation, demonstrate our commitment to the struggle, and strengthen our solidarity amongst each other and with other oppressed peoples of Ethiopia, all at the same time. Our numerical strength and intellect, and an undisputed genuine cause, has the potential to be translated into self- sufficiency.

Oboo Musaa as far as I am concerned,reality has upper hand than dreaming.I am afraid your position is the one that undermines the struggle of the Oromo people.Firt tell the oromos and convince them why Eritrea is important to Oromia than hiding place.Second objectively guid us how any oromo organization uses Eritrea as springboard to fight the tyrannt? After you guid us through that we can talk more and I am witing.

This writer is trying to undermine the struggle of the Oromos by posing as someone who cares about OLF.

OLF needs Asmara as much as Asmara needs OLF. It is a mutually-beneficial
relationship.

At this time, we can NOT get support from Djibouti, Sudan or Kenya to fight the Abysinians.

Leensa Gume you said it right.Yuo articulated it very well.We are tierd of empty posturing like that of B.Gadaa"s that is very common with all OLF leadership and their colaboraters.They blame the Oromos not being fighters while themsevs are not on the field but try to direct the strugleby remote controle from the West.B.Gadaa is trying to put pleasant face on the relation between Asmara and Olf in Asmara.Your emptr rehitoric convinces no one but you and the club.I doubted if you diserve the name organization any more and that is why I called you a club. Any how there are many Leensas out there who are not fuled any more.

OLF butchered Oromo people and other ethnic society in Ethiopia even their own freedom fighters in their caps they designed for that purpose. Anyhow, the history will never forgive OLF leaders in Asmara who always put the Oromo gallant patriots in those traps many time by taking into the desert between Ethiopia, Eritrea and Sudan they just undermining every Oromo life. Failure for insidious their politicians it would be a threshold to more political crisis within their own OLF Organization who had been hiding their poisonous sting for long time by their sweet words so many time in Oromo society, the Oromo people always the Innocent and believe Words “ Oromo Liberation Front” day by day the reality is coming up it is OLF mysterious.

For decades, OLF raiders who are claimed to be bandits with links to OLF always attacked the people else where in the countries particularly Eastern Oromo regions and northern Kenya residents. Also a Kenyan inquiry on OLF’s role in the Marsabit massacre hasn’t been concluded especially because of the mysterious & tragic death of one of the Kenyan MPs who used to be against OLF’s incursion in that border country – MP Dr Bonaya Godana. What has happened to the Oromo liberation movement during almost the last two decades has been just as mysterious and just as tragic as Dr Godana’s sudden death. It is as mysterious because the liberation front’s formal mission statement & goal has been changing back and forth more often than normal. Some days the organization says its mission is to achieve an independent nation of Oromia after separating from the Ethiopian “empire” while in other days it claims to fight for democracy inside Ethiopia disregarding an independent nation of Oromia ideology. And it has been as tragic because the Liberation Front’s reckless and at times vicious military intrusions have claimed the lives of hundreds of innocent civilians over the years that many people are actually beginning to doubt OLF’s commitment to basic human rights and international laws.
Accordingly, the list of tragedies caused by OLF’s attacks throughout East Africa is extensive. For example, in 1998, the Bagalla Massacre carried out by the Oromo Liberation Front’s fierce militia near the border between Kenya and Ethiopia was catastrophic. More than 180 civilians, mostly women and children, were killed by the OLF militia in the Wajir district (North eastern Kenya) however some sources claim that the causalities were even higher & approaching 216 civilians killed by Oromo Liberation Army (OLA) – which is a heavily armed wing of OLF. According to University of Pennsylvania’s African Studies Center report, “over 8000 livestock” were also destroyed in addition to the hundreds of human injuries and deaths at the end of the massacre.
Also according to a report by Human Rights Watch (HRW), OLF supporters and militia in another incident killed 154 ethnic Amharas including the Oromo people in December 1991. This mass murder was known as Arba Guugu Massacre and most of these slaughtered Amhara settlers were labeled by OLF members by the derogatory term “Neftenga.” In other hand OLF killed many Oromo by claiming their support OPDO and other Oromo organizations.
Then there is also the Assosa Massacre. This massacre of nearly 300 Amharas in the Benshangul region of Ethiopia has been mostly the work of OLF rebels in the 1990 transition periods. The fact that the causalities were civilians instead of Ethiopian army soldiers, who OLF was fighting against, has marred OLF’s image in that Ethiopian region for many years. Despite these terrorist works of OLF that has killed so many civilians, various pro-OLF Oromos living in Minnesota continue to finance OLF's violent activities. This Organization the group has been organized under Oromo Community in Minneapolis, Minnesota even this group are trying to committed crime in Oromo society living in North America by labeling the oromo people who do not support their violence organization they very dedicated to act by organize Crime and killing the people if possible in USA. There are numerous more assassinations, provocations and small scale killings carried out by the OLF and its OLA armed division. MIPT Terrorism Knowledge Base (TKB) does comprehensive research and analysis on global terrorist incidents – mostly small scale cases. According to TKB’s database, the Oromo Liberation Front has increased its arbitrary attacks since 2000, including assaults on educational institutions, private citizens, hotels and other businesses. In fact TKB indicated that the Oromo Liberation Front has admitted to committing some of the most deadly attacks on civilians and property damages; including admitting the June 24 2002 bombing of the Railway Commission of Dire Dawa, South East Ethiopia.

What is the OLF Atrocity and history of the OLF in Eastern region?

They saying the people live in that area they support OPDO and they burning their houses and two more bodies left in that area of Eastern region by claiming they killed the Ethiopian Government soldiers and their supporters and there is many story in the region that the OLF soldiers cutting the many people like cattle men, children and women. Today OLF have a group of people that organized killing of the people for their purpose, if they have chance in North America too they will be killed for those who are not supported their Organization or don’t give the money for their Organization. Ironically, all of these OLF terrorist attacks on hundreds of civilians in the name of an ethnocentric liberation ideology during the last two decades seem to oppose its own mission statement that was supposed to stand for human right values. This has drastically harmed the abilities of OLF members, especially living in Minnesota, to gain any diplomatic benefit in their favor. Not only that, it has been almost impossible for OLF to accuse the Ethiopian government on human rights. While asking for anonymity for his safety, one anti-OLF Oromo American living in Minnesota said “it is hard for OLF or actually any armed liberation fronts to lecture others on human rights while they continue to commit every human rights violation there is. People wait until civilian causality to condemn this militia but what about the killing of Oromo national soldiers by OLF militia and the so many Oromo and other innocent people killed by the OLF when they do not support their Organization? There has to be a phase where they adjust their movement and choose peaceful means instead of following the same formula for decades.”
OLF's ongoing fight against Oromo in Ethiopia
Even more aggravating the issue is that the voice of a million or more Oromos of mixed ancestors or mixed Oromos from Oromia, Abyssinia and/or mixed with one of the other 79 Ethiopian ethnic groups, has been almost completely ignored by the OLF movement. Even in some cases, both mixed and full Oromos who didn’t accept OLF’s ideologies have been ignored and at times attacks by the Oromo separatist groups. A Human Rights report published in 1993 has described the prior incidents and events in Ethiopia while OLF was still in the country during the transition periods. The report showed that OLF and other Oromo separatist groups had to “detain” and “torture” Oromos who didn’t accept OLF and its policies. According to the Institute of Security Studies, the Oromo liberation movement has overtime “transformed from a revolution movement into a terrorist movement.”
Also it hasn’t been just ordinary Oromos condemning the OLF militia, condemning their Oromo financers in Minnesota and some pro-OLF Oromo immigrants in Washington D.C. Various Oromo professors and Oromo intellectuals in Ethiopia continue to accuse OLF of harming the peaceful struggle to improve Ethiopia from inside out. For example, the ethnic Oromo former President of Ethiopia, Dr. Negasso Gidada, has been rebuking the violent actions taken by OLF. Particularly during the OLF bombing of hotels in Addis Ababa, Dr. Negasso accused them of carrying out “terrorist activities.” On his thesis paper writen after the 2005 Ethiopian election, Dr. Negasso Gidada wrote about another OLF movement called “Fincila Diddaa Garbumma” (FDG) which can be best translated as “revolt against tyranny.” And he described the need for political reconciliation in Ethiopia in order to solve such political issues and achieve sustainable economic progress & democracy. At the same time, he accused OLF and other armed movements saying, “The spirit of tolerance, compromise and reconciliation is absent in these organizations and their supporters. They promise that democracy would be introduced and protected once they come to power. But they forget that power is very sweet and that this sweet thing, power, which is taken by force, has to be defended by force. Eritrea and Ethiopia have experienced that the high sounding promises of armed organizations about democratization have only been means to come to and stay in power.” Talking about the conduct & philosophy of such liberation movements, Dr. Negasso said “Nationalist ideologies can be dangerous when they are based on racial or ethnic suspicion and hatred. The situation up to now is that the movements have not been able to prove they are free from negative aspect of nationalism.” Another famous Oromo leader who has dedicated his life to advancing Oromo people's rights, Mr. Kuma Demeksa, accused OLF of working with the Eritrean government which sponsors and arms more than 13 other militias to attack Ethiopia and create instability. He called OLF an "anti-Oromo traitor" and accused it of trying to "separating the Oromo people from their Ethiopian brothers and sisters."
In addition, Oromo elders & Oromo gada leaders throughout the regional state of Oromia continue to voice their opposition to OLF. Led by political parties inside Ethiopia, including Oromo Peoples Democratic Organization (OPDO) and Oromo Federalist Democratic Movement (OFDM), monthly community meetings are held inside Oromia state to address the problems caused by OLF, especially addressing the OLF propaganda transmitted through VOL radio station which has led to many student riots motivated by the OLF propaganda.
These and many other issues have been part of the dilemma facing the Oromo Liberation Front and the umbrella association known as United Liberation Forces of Oromiyaa (ULFO). So far, because of human rights issues and their extreme policies based on ethnic hatred & revenge, which has already led to massive violence; the Oromo liberation front groups have failed to attract strong foreign support including from America & UK. And principally, almost all of these Oromo liberation militant organizations are based and reside outside Ethiopia; with their main militia being stationed & trained in Eritrea and their financial support coming mostly from Oromos residing in America – particularly OLF groups in Minnesota.
And the situation in Ethiopia’s Oromia region is not helping pro-OLF Oromo leaders in Minnesota and it is making the job harder for other Oromo community members because economically, linguistically and culturally the Oromo people in Ethiopia continue to improve their living standards. For the first time in more than a century, the Oromo language is now allowed to be used publicly alongside the major languages of Ethiopia – in financial institutions, schools and colleges. Since the Ethiopian economy changed from a socialist system to a pro-capitalist way of development since 2001, things seem to be improving and massive infrastructure improvements have been made with roads, civic institutions & primary school coverage drastically increasing. Various new hospitals & universities have been and are being constructed in the Oromia region with sustainable industry and farming technological improvements. For being one of the poorest countries in the world that was in a total chaos a couple of decades ago, such basic but proportional improvements have been praised by many governments & international institutions including IMF, WB and African Development Indicators (ADI). These domestic changes together with OLF’s own problems continue to make its task harder and has forced OLF to further exploit its main asset, pro-OLF Oromos in America & Europe, for its survival.
Marginalized Oromo Movement embracing extreme propaganda & Al-Qaeda
Since the early 1990’s, according to various analysts, OLF’s defeat inside Ethiopia harmed the movement and forced it to move its bases more southward to Kenya & Somalia. However after various massacres committed by the OLF in northern Kenya for their own members and its aggressive support for pro-OLF Borana Kenyans against the rest of north Kenyan ethnic groups; the Kenyan government began arresting & pushing out OLF rebels in order to “ensure members of the Oromo Liberation Front do not operate from Kenya.” According to The Nation, a Kenyan national newspaper, various OLF fighters were arrested in the country and some OLF rebels have been defecting to the Kenyan government’s side.
Despite joint cooperation security campaigns between East African countries to remove the OLF militia; before the war in Somalia this January, OLF maintained key bases in Southern Somalia. According to BBC analyst Patrick Gilkes, Oromo Liberation Front had “training camps in Qorioli and Marka” in Somalia. And before the short war in Southern Somalia, many analysts indicated that OLF started to use “extreme propaganda” including claiming that Ethiopian security forces, who are made up of mostly Oromos themselves, were killing several pro-OLF Oromos in Ethiopia. According to various regional newspapers, OLF manipulated one incident in Tigray region; where one Oromo student was killed, by using this one incident for propaganda saying instead that Ethiopian security forces are killing “thousands of Oromos”. Thus using such extreme propaganda during the war in Somalia, using its VOL radio station, OLF started to request Oromos in Ethiopia to revolt against the Ethiopian government. According to Ethiopian news websites, this propaganda was also used to gain more financial support from pro-OLF Oromos in America and to also block Ethiopian support to the Somalia government in flushing out the OLF militia bases in Qoryole, Marka and later in Mogadishu as well as remove Al-Qaeda threat in the country.
According to the US State Department, Al-Qaeda operatives responsible for the US Embassy bombings in East Africa were training in southern Somalia where OLF was also based, and were in control of the radical ICU movement. In general, most Oromos mostly ignored the call for a revolt by OLF and a small number of Oromos who obeyed the call for revolution & started a violent riot were arrested. It was then noted that OLF leaders in America blamed the Ethiopian government for the arrests claiming the arrests were human right violations. Accordingly, the OLF leadership and its Oromo sponsors in Minnesota complained to Amnesty International claiming that the Somalia, Ethiopian and Kenyan governments are committing human right violations for cracking down on OLF’s violent militias and for cracking down on Al-Qaeda operatives in Southern Somalia. Late in January, OLF fighters arrested in Kenya and in Somalia confessed on national television that they were trained in Eritrea & sent to Mogadishu and then admitted that the OLF militia fought alongside Al-Qaeda operatives and the Islamic Courts Union (ICU) in Somalia.

Despite Eritrea's public statements even Jendayi Frazer (US Secretary of State of Foreign Affairs), acknowledges that Eritrea is supporting OLF. Eritrea does not want to look like it is trying to "destabilize" Ethiopia and if you do your research you can see that thats exactly what Eritrea is being blamed for by Ms Frazer. Jendayi Frazer even called the oppression of Oromos by the regime "exaggerated". The U.S. even encourages the Meles Regime to clamp down on separatist movements. The people of Oromia have been oppressed for too long. The Evil Empire will soon crumble and that is a good thing for all of the consolidated states within Ethiopia for the people of the land can govern with genuine authority.

This is a FACT: NO NON-OROMO "elected" leader in Ethiopia will let your wishes of secession come into fruition, EVER. More cooperation with your "government" only legitimizes them as YOUR REPRESENTATIVES and this strategy will NEVER lead to your Freedom. It will only lead to more "discussions" until Article 39 disappears from your constitution.

There is one and only source of meaning, healing and happiness for any nation, that has stood the test of time, and that source is Unity. The greatest honor we can ever on our nation is pride of establishment and achievements its own Oromo Struggle for national movement the historical and social achievement without Alliance with Abyssinian “Nafxanya” It has never been and never will be the Oromo people Alliance with the most barbaric Abyssinian Political group , since then, the OLF spoilers of working with CUD the Abyssinian political group have been narrow self-interest under the traitor Yohennessnees which always have lack of political maturity and negative roles in oromo society. Instead, making a major departure from the domain of the liberation struggle, the OLF has allied with Abyssinian political forces to struggle for ‘democratization of Ethiopia’. Undoubtedly, this political fiasco of the OLF would have far reaching ramification on the national liberation struggle of the people of Oromiyaa. We may not speculate its long- term cascading effect. That remains to be seen. In the short term, however, its effect would be felt in the unity of Oromo liberation forces. It would leave a void in our unity that we have been doggedly working to fill up for the last five years. It will cause a sense of loss of political direction and confusion that could permeate within our society. Generally, it would impart a setback to our struggle. From our intimate knowledge of the Habasha mentality, culture and long history of colonization, the OLF is sure that the CUDP and EPPF are not amenable to negotiation- if at all there is much to negotiate with them. CUDP and EPPF, organizations without roots in Oromiyaa, will use this opportunity of state of confusion to extend their tentacles deep into our land and attempt to derail the Oromo liberation struggle for freedom and independence. The alliance of the OLF with CUD and the likes is a direct attack on the effort of emancipation of Oromiyaa from Abyssinian colonial yoke. The suggestion of democratizing Ethiopia by allying with the CUD and EPPF is prejudicial to the state that our struggle has presently reached, and, at best, is an attempt to seek for a neo-colonial solution that will create even more acute problems. Therefore, the Oromo people are opposed to this so called alliance that we see no synchronistic interest between an Oromo people and Nafxanya Political organization claiming to promote the Oromo aspiration for self-determination and the Abyssinians desperate race for political power.
Seriously speaking the Holland meeting for making Alliance with the pluralistic Abyssinian Political group seems to be an unrelated with Oromo reality it does not reflect of the true of Oromo struggle. It seems that whoever is organizing this meeting its their own and brand new Abyssinian philosophy and OLF private agenda to bring back the old fashion Abyssinian rulers who stand for only one Ethiopian, one language, one history even though they accept the Oromiyaa State. This group it seems now that they having lost the loyalty, financial, and political support of the Oromo peoples around the world, and is now desperately trying to regain its loses by redeeming its long lost credibility. This Allian with Abyssinian Political group call for unity of Ethiopia it will not support liberation, it rather suppress liberation as it will undermine and even counter the Oromo people’s Unity as the foundation and gate away to freedom. In other words, this is a Abyssinian Fundamental game and gambling program, a mere bag of tricks that works against the conscience and will of Oromos,by countering their own objectives.

Thank you For the daring and yet expressing very real truth about EPLF.EPLF have no intention to have strong Oromo or other nations on his hoizone. The only dream of that regime is the desire to weaken others including oromos.please remember they oppose the right of self determination in thei own cuntry.Both EPLF and TPLF leaders are related by blood ,dont fool ourselves that they will stand with us than them They may have disagreement when it comes to exploiting oromos and others resource and who will be the master but in the final analysis they will join force if each other existence threatened.Rememeber what happened during the recent fight b/n them It was the Tigraian who saved the Erytreans regime collapse after the defeat.So they are all the same.I always believe Erytean regime will harm the struggle of Oromos or others than helping.They claim support this group but in reality they are against all the ideals they clam they stand in supporting OLF,ONLF Islamists in somali.

I read through your article but weigh nothing according to current situation. There had been continued attact from all angle against Oromo's interest. You must consider all the circumstances before you drive to conclusion. Your article has no value and doesn't help our current situations. Hoping you know all the problems facing our struggle, what would do if you are the leader?
If you have better ideas why don't you organize your thought with others and share with the leaders. Did you try to share your concern with the leaders? If yes, what answer did you get?
If not, why didn't you? To be honest with you, I feel that there is something behind this article.

thank you Gadaa for your concern and suggestion. Every day, I am listening to OLF radio. In two weeks, i hear Olf killed two or three soldires. But,ONLF which was established in 1984 is confronting TPLF soldiers in ogaden soil and kill hundreds soldiers. Why necessary to stay in Asmara. Donot know that, once your soldiers are in Asmara, your sucess is in the hands of Asmara. Should we fight and collapse for Asmara if TPLF invade Eriteria?. Lenco play a major role in OLF politics.

The so called advisors like Lenco. Lenco dreams to become president. where is the result of his 34 years struggle, if he really has been struggling?. Go to all forums where Lenco gives his speech, he talks about his books. is what he writes something cannot be done by others. Biyya faranjii umurii offi guutuu ta'anii kitaaba tokkuma wanta barreema irria waliti fiduun akka teknooolojii umee hasa'uun isa beekuuf ommaa miti, walaalaa ittin goyomfatu.

Good analysis Gadaa, as many said, it is upto OLF leaders to find way out or to perish from Oromo poitics. oromo in diaspora is critically following develpment in Asmara. Now, it is time for them. In months time, TPLF forces completetly invade Asmara. During transtion period, we lost 20,000 soldiers due to Lenco and his group. Now, with Lenco ill advice, OLF in Asmara is in jeaopary.

i have read your article with big attention and one thing came to my mind when i finished reading your article.

you seems very polit,know about oromo politiacal situation and olf stand.

but what i did not understand is ,to whom are you addressing your article?,who do you want to know what you wrote about ?is it for olf leaders or oromo public or to our enemy ?those who want to see us as hopeless,and divided? or to eritrean government so as to start to haras the oromos in asmera? do you think that the olf leaders in asmera did not know what you wrote and they are that much ignorant?i don't think so because they are the one who will be affected first if what you tried to tell us will happen,.

finally, if you are realy concerned for the oromo struggle and the integrity of the leaders why didn't you write in a language that we, the concerned people understand. therefore, i doubt the sinserity of your article to our advantage, rather it looks a paied propoganda against our struggle.

We are hearing this incessant rumour because: Lencoo is a traitor and he is against Oromo interest like his old friend Nagaasoo. He trusts enemies than genuine Oromo and his loyalty to Eritrea is indisputable, but his loyalty to Oromia is doubtful.
Have no hesitation, Lenco and his gang have agreed and even forced the encampment.

Good analysis, but one thing is not clear to me. You are saying Eritrea was instrumental for infamous OLA encampment and you also are quoted Leenco Lata, a man who signed for Encampment process and who was known to be a big supporter of Eritrea OLF relationship and very close to Isayas. You quoted him to emphasis that Eritreans don’t accept the fact that Oromia is a colony and Leenco was aware of it. My question is if he is aware of it why did he trusted them, why did he signed for the encampment, why did he stayed a friend, why are we hearing this after 15+ years, what exactly is the point?
